Kong +
As the garrisons in the Far East have been so much reduced, the activity of the Germans in inciting the
nrtives cgainst the British cannot be viewed without
apprehension. The Council therefore, regard it as of
importance that the Toceedings of Germans in those
countries should be carefully watched with a view to
the early detection of hostile enterprises on their
part.
A copy of this letter has been sent to the Foreign
Office.
